Director

Dr. Daniel Takabi

Old Dominion University

School of Cybersecurity

Dr. Daniel Takabi is the Old Dominion University, Batten College of Engineering Endowed Chair in Cybersecurity and serves as Director of School of Cybersecurity. He received his PhD from the University of Pittsburgh.

His research focuses on cybersecurity and privacy including intersection of artificial intelligence (AI) and data science with cybersecurity and privacy (e.g., private AI, adversarial machine learning), privacy enhancing technologies, computation over encrypted data, and usable security and privacy. He has published more than 100 technical articles in highly competitive journals and conference proceedings. He served as PI for over 25 projects with more than $18M in funding from NSF, NSA, DOD, and industry. In recognition of his research contributions, he has received Microsoft Investigator Fellowship. At his previous institutions, he received “Early Career Award for Research and Creativity” at the university level, and “Outstanding Researcher Award” at the College of Engineering, University of North Texas (UNT), and the “Senior Faculty Award” at Georgia State Uuniversity’s College of Arts & Sciences.

Chief Administrative Officer

John Costanzo

Old Dominion University

John Costanzo is the Chief Administrative Officer for COVA CCI. Previously, he worked as the Associate Director for Old Dominion University’s Virginia Beach Higher Education Center, where he worked with students, faculty, and staff on academic advising, student engagement, and other student-focused activities. Before joining ODU in 2013, John served for over 26 years in the United States Army and retired as a Lieutenant Colonel. John has a Master’s in Business Administration (MBA) degree from Averett University, a Bachelor of Arts in History from Old Dominion University, and is a Project Management professional.

Saltuk Karahan

Saltuk Karahan is Program Coordinator at the School of Cybersecurity at Old Dominion University and a lecturer in the Department of Political Science and Geography. Karahan’s research interests and projects revolve around the central theme of information technology development as it impacts various international security and foreign policy-related phenomena. In particular, his work broadly falls into two veins – (1) the study of how the globalization of information technologies impacts international conflict dynamics and national security processes, and (2) the examination of how new digital information dynamics affect both state and non-state actors’ influence on the policy process. Before joining Old Dominion University, Karahan worked in various leadership roles within NATO. Karahan’s long military career was focused on national security strategy, transformation in national and international organizations and technological capability development. He earned his Ph.D. in International Studies from Old Dominion University, Norfolk, VA with a concentration on Conflict and Cooperation and his Master’s in Modeling and Simulation from Naval Postgraduate School, Monterey, CA with a concentration on Human-Computer Interaction.

Teressa Duvall

Old Dominion University

Teresa Duvall is a Veteran; proudly served in the U.S. Navy for over 20 years in the Cyber/IT profession.  Upon retirement, she completed a Master of Science Degree in the Management of Information Technology (MIT), with honors, from the University of Virginia’s McIntire School of Commerce and returned five years later to serve as a senior civil servant at the same command.

As faculty at Old Dominion University, Teresa is a lecturer in the School of Cybersecurity. She is the Internship Director for all cybersecurity students and a liaison with the Coastal Virginia Commonwealth Cyber initiative. She is called upon to present at Cyber conferences with a focus on Women in Cybersecurity.

She served in the non-profit arena as Chapter President of AFCEA Hampton Roads and currently serves as the chapter’s Women’s Outreach chair with support to the Maritime IT Summit. She was selected to serve AFCEA International on the Board of Directors.

Other degrees include a Master of Arts Degree in National Security and Strategic Studies from Naval Command and Staff College and a Master in Education and Human Development, from George Washington University. Ms Duvall is Project Management Professional (PMP) certified.
